Titling and Registering Implements of Husbandry
A
certificate of title is not required for an implement of husbandry
unless the implement is required to be registered as is explained below.
Implements
of husbandry are not required to be registered if they are used for
agricultural operations and operated within 50 miles of farms or farms
owned or operated by the vehicle owner.
Implements of husbandry
not meeting the above criteria are required to be registered to be
operated on a highway. Please refer to Form
MV-70S for registration fees for an implement of husbandry that does not meet exemption requirements above.
In order to register an implement of husbandry, a farmer must bring with him or her:
- Proof of ownership of the implement of husbandry (see below for acceptable proofs of ownership),
- A valid Pennsylvania Driver's License or Pennsylvania Photo Identification Card,
- Valid proof of insurance for the implement of husbandry, and
- Applicable fees.
If
the implement of husbandry being titled is new or from out-of-state,
Form MV-1, "Application for Certificate of Title," must be completed and
a Pennsylvania inspection mechanic or an authorized agent, with an "83"
dealer identification number or higher, must verify the vehicle's
weight and Vehicle Identification Number (VIN). Proof of ownership in
the form of a Manufacturer Certificate/Statement of Origin (MCO or MSO),
Certificate of Title, Court Order, or Transferable Registration Card
for the vehicle, must be provided
If the vehicle was already
titled in Pennsylvania, Form MV-4ST, "Pennsylvania Vehicle Sales and Use
Tax Return/Application for Registration" must be completed by an
authorized agent.
If you must register your implement of
husbandry, you must also present proof of insurance for the implement in
the form of an insurance card, declaration page or binder of insurance.
Form
MV-190,
"Commercial Implement of Husbandry or Implement of Husbandry
Supplemental Application" must also be completed and accompanied by two
photos (one rear view and one side view) of the implement of husbandry.
Forms MV-1 and MV-4ST are completed by
authorized agents. These authorized agents will be able to complete an
application for title and issue you a temporary registration. Some
authorized agents are online with PennDOT and are able to issue you a

Titling and Registering Commercial Implements of Husbandry
A Commercial Implement of Husbandry is an implement of husbandry that:
- Is a self-propelled vehicle;
- Is
used to perform agricultural production or harvesting activities
exclusively on farms other than farms owned or operated by the owner of
the implement of husbandry.
Commercial implements of
husbandry must be titled and registered in Pennsylvania. The fee for a
certificate of title is $50.00. Commercial implements of husbandry must
be registered annually. Please refer to Form
MV-70S for the most current registration fees for commercial implements of husbandry.
